You cannot convert a .prel file into a mp4 file. a .prel file is the project file and not a video file. You open the .prel file with Elements, once the clips are all on the timeline you hit Share which will export the timeline into a videofile.   As Bill already mentioned your project settings are incorrect. Its not a bug. If you have a brand new W 11 installed, than that is correct: no sound. W11 24H2 does not support ac3 anymore. You will have to download or buy the ac3 codec and install it into Windows 11. ... View more
